Lifting operations can present significant risks to workers, equipment and property if they are not properly planned, carried out and supervised. Loads can fall, lifting equipment can overturn or collapse, and components can fail if equipment is unsuitable, overloaded, incorrectly installed or inadequately maintained. Effective management therefore requires appropriate equipment, competent personnel, suitable planning and regular inspection and examination.
In Great Britain, the principal regulations governing workplace lifting equipment are the Lifting Operations and Lifting Equipment Regulations 1998 (LOLER). The Provision and Use of Work Equipment Regulations 1998 (PUWER) also apply to relevant work equipment. LOLER requires lifting operations to be properly planned, appropriately supervised and carried out safely by competent people. It also establishes requirements concerning the suitability, strength, stability, positioning, marking, examination and inspection of lifting equipment.

[edit] What is lifting equipment?
LOLER defines lifting equipment as work equipment for lifting or lowering loads, including attachments used for anchoring, fixing or supporting the equipment. Examples include cranes, hoists, lifts, forklift trucks, slings, ropes and certain rope and pulley systems.
PUWER applies more broadly to work equipment and requires equipment provided for use at work to be suitable for its intended use, maintained in a safe condition and, where appropriate, inspected. It also requires users to receive adequate information, instruction and training and for appropriate protective measures to be provided.
[edit] What is a safe working load?
A safe working load (SWL) is a load limit assigned by the manufacturer or a competent person for the proposed use of lifting equipment. It takes account of the equipment's characteristics and configuration, as well as relevant associated lifting accessories and other loads that may affect its capacity. In some contexts, the term working load limit (WLL) is used instead.
The permitted load is not necessarily a single value for all operating conditions. The capacity of equipment such as cranes and lifting accessories can depend on factors including configuration, radius, lifting geometry, attachment arrangements and environmental conditions. The manufacturer's rated capacity and applicable load charts or markings should therefore be followed. Equipment should not be loaded beyond its specified capacity.
[edit] Requirements for managing lifting equipment
Employers and other duty-holders should ensure that lifting equipment is suitable for the proposed task, has adequate strength and stability, and is positioned and installed so that risks are minimised. Equipment should be maintained in a safe condition and used only by people with appropriate information, instruction and training.
LOLER also requires lifting operations to be properly planned, appropriately supervised and carried out in a safe manner by people who are competent for the work. Lifting equipment must be marked with its safe working load where appropriate, and equipment must be subject to appropriate inspection and thorough examination.
A thorough examination is a systematic examination of lifting equipment carried out by a competent person at specified intervals or following certain circumstances that could affect its safe operation. For many categories of lifting equipment, LOLER specifies a six-monthly or 12-monthly examination interval, although a competent person may determine a different examination period where the circumstances justify it. The applicable requirements depend on the type of equipment and whether it is used for lifting people or loads.
Defects identified during inspection or examination should be assessed and appropriate action taken. Equipment that is unsafe should not be used until the defect has been satisfactorily addressed.

Lifting operations should be planned by a competent person with sufficient knowledge and experience of the proposed operation. The level of planning should reflect the complexity and risk of the lift. Routine lifting operations may require relatively straightforward planning, while complex or high-risk lifts require a more detailed documented plan.
Planning should consider the load, lifting equipment, lifting accessories, ground and support conditions, the lifting route, environmental conditions, exclusion zones and the location of people who may be affected. It should also establish the roles and responsibilities of those involved, including the person supervising the operation and those operating or directing the lifting equipment.
The strength and stability of the lifting equipment and supporting surfaces should be assessed. Equipment should be positioned and installed to minimise risks, including the risk of overturning, uncontrolled movement or the load falling. Where practicable, lifting operations should be arranged so that loads are not carried over people, and suitable exclusion zones and other control measures should be established.
Lifting accessories such as slings, shackles and lifting beams should be selected according to the load, lifting configuration and applicable rated capacity. The weight and configuration of the load, including its centre of gravity and attachment points, should be established before the lift. The effects of wind and other environmental conditions should also be considered where relevant, particularly for cranes lifting large or exposed loads.
Training should be appropriate to the person's role. Operators, slingers, signallers and supervisors require sufficient knowledge, instruction and practical competence for the activities they undertake. Training requirements should be determined according to the equipment, task and level of risk rather than relying on a generic list of courses.

The level of supervision should reflect the complexity and risk of the lifting operation and the competence and experience of the personnel involved. Supervisors should ensure that the planned arrangements are followed and that changing conditions do not introduce unacceptable risks.
During a lift, communication between the crane or equipment operator, slinger, signaller and other personnel should be clear and agreed in advance. Where conditions change, the operation should be stopped and reassessed rather than continuing on the basis of an outdated plan.

Common examples of lifting equipment used in construction and industry include:
- Hoists: Devices used to lift or lower loads, which may be powered manually, electrically, hydraulically or by other means. Depending on their design, they may use wire rope or chain.
- Cranes: Machines designed to lift and move loads using mechanisms such as hoists, ropes, chains and booms. Examples include tower cranes, mobile cranes and crawler cranes.
- Telescopic handlers: Mobile machines equipped with a telescopic boom and interchangeable attachments. Their permitted use and capacity depend on the machine configuration and attachment being used.
- Forklift trucks: Powered industrial trucks designed primarily to lift and transport loads using forks or other approved attachments.
These examples have different operating characteristics and capacity limitations. The equipment manufacturer's instructions, rated capacities and applicable load charts should be followed for each specific operation.

Safe lifting depends on the suitability and condition of the equipment, the competence of the people involved and the quality of planning and supervision. Safe working load or working load limit markings provide an important control against overloading, but they must be considered alongside the equipment's configuration, operating conditions and the characteristics of the load.
In Great Britain, LOLER provides the principal regulatory framework for lifting operations and lifting equipment used at work, while PUWER establishes broader requirements for the safe provision and use of work equipment. Regular inspection, thorough examination, maintenance, appropriate training and competent planning and supervision are all important elements of a safe lifting system.
