[edit] Background to the The Construction Leadership Forum (CLF)
The Construction Leadership Forum (CLF) was established in 2019 as a collaborative initiative of the construction sector and the Scottish Government, and is chaired by the Minister for Small Business, Innovation, Tourism and Trade. It works with public and private sector partners to deliver improved infrastructure, creating resilient and sustainable places towards a net zero carbon economy. It has representations from public and private sector clients, main and sub-contractors, industry leadership groups, trade and professional bodies, unions, innovation and academia, SMEs, the Scottish Government and the UK Health & Safety Executive.
[edit] Primary work strands of CLF
The Construction Leadership Forum (CLF) currently has three main work strands; the construction recovery plan, the construction accord and the transformation action plan.
[edit] The Construction Recovery Plan
The Construction Recovery Plan focussed on the response to Covid-19, setting out the pathway to build a stronger, fairer and greener economic future for Scotland. It was published in October 2020. Its achievements have included: A pipeline forecast tool giving visibility of £11bn of future public sector projects developed by the Scottish Futures Trust. The data dashboard for better-informed business decisions and impact insights. The digital funding guides and a new skills directory – all developed by BE-ST. Finally improving key areas such as procurement, quality, skills, manufacturing and diversity and inclusion.Read a full summary of the actions and associated outputs.
[edit] The Construction Accord
The Construction Accord is a commitment between industry and the public sector to create a thriving and high-performing construction sector in Scotland. The Accord includes: a shared vision for the construction and related industries in Scotland, a series of agreed outcomes which support the shared vision, collaborative working arrangements based on the CLF which is chaired by the Minister for Small Business, Innovation, Tourism and Trade and an approach to developing a Transformation Action Plan for the industry along with commitments to principles and behaviours of participation.
[edit] The Transformation Action Plan
The Transformation Action Plan will be the process by which the changes required by The Construction Accord will be delivered. It represents and reflects a shared vision between the industry and the public sector to create a thriving and high-performing construction sector. Following a consultation on a draft Transformation Action Plan in 2023 the final and approved Transformation Action Plan was published on January 25, 2024.
The Transformation Action Plan is led by a Board comprising the co-chairs of each of the 11 Working Groups who collectively manage the delivery of the initiatives set out in the Transformation Action Plan. The Board will assist the Construction Leadership Forum in measuring progress, communicating successes, and sharing the outputs across the construction sector. The essence of the Transformation Action Plan is collaborative working through Working Groups with members drawn from all who commit to progressing the agreed actions. In total, 48 businesses and 39 public sector bodies have contributed to its development.
