Smart meter
Building Services Analytics BG 75/2018, was written by Mitch Layng and published by BSRIA in September 2018. It states in relation to automatic meter reading (AMR) and smart meters: “AMR meters have the facility to be read remotely, automatically and at frequent intervals. Such meters are also often termed ‘advanced’. The technology is applicable to both main utility meters and sub-meters.”
The Energy White Paper, Powering our Net Zero Future (CP 337), published in December 2020 by HM Government, defines smart meters as: ‘The next generation of gas and electricity meters, which use a secure smart data network to automatically and wirelessly send meter readings to energy suppliers, enable remote topping up of balances for pre-payment customers and near real time energy consumption and expenditure to be visible to domestic energy consumers via an In-Home Display. Smart meters also enable innovations such as time of use tariffs which will help support delivery of our net zero objectives.’
An In-Home Display (IHD) and provides real time information on energy use both in terms of consumption and cost as well as other useful information. This allows the consumer to manage their energy, save money and reduce carbon emissions. Smart meters also allow for easier switching between suppliers, end estimated billing and eliminate the need for meter readers to visit premises.
To protect consumers the government has put safeguards in place to ensure that consumers are not subject to any sales pressure during meter installation and that consumers’ privacy is protected by providing them with control over their smart meter data.
By providing consumers with near real-time (data that reflects the true cost of supplying electricity a whole new supply and demand relationship can be established. Smart meters facilitate a more reactive, price driven, demand-response from the consumer. Time-of-Use Tariffs (TOUTs), enabled by smart meters, mean that energy consumers will need to be much more aware of what they are using and when they are using it:
“Domestic users, who represent one third of the total demand for electricity but two thirds of the volatility will progress from passive bill payers to highly informed energy consumers and producers” [21].
As the deployment of smart metering proceeds an increasing range of market-led devices will become available to help consumers manage their energy use including; enhanced energy displays, smart appliances and home automation tools. These will be able to securely connect to the smart meter receiving and reacting to gas and electricity consumption and pricing data.
The introduction of a smart grid and smart meters are important elements in de-carbonising electricity in the UK. As this happens the relationship between the supply and demand of electricity will become very much more dynamic and interactive.
NB The Government’s original vision was that every home and small business in the UK would have a smart meter by 2020 [25]. This would require the replacement of over 53 million gas and electricity meters requiring 30 million visits to homes and small business. The prediction was that the average household bill would be reduced by between 5 per cent and 9 per cent between 2016 and 2030 compared to previous policies [12].
In March 31, 2024, there were 35.5 million smart and advanced meters in homes and small businesses across Great Britain, meaning 62% of all meters were smart or advanced meters. However, smart meter deployment has slowed. A total of 780,800 smart and advanced meters were installed by large energy suppliers across Great Britain during the first quarter of 2024, a 10% decline on the previous quarter and an 11% decrease on the same period in 2023.
