CIAT briefing on NPPF and planning reform

On 26 August 2026, The Chartered Institute of Architectural Technologists (CIAT) published a new briefing for members and affiliates summarising the latest reforms to England’s National Planning Policy Framework (NPPF) and wider planning system.

The revised NPPF, which applies from 17 August 2026, has been substantially redrafted and introduces clearer distinctions between plan-making and decision-making policies, alongside new guidance and methodologies for areas including housing, Green Belt assessments and flood management.

The briefing examines the major policy changes and their implications for planning and development, including a strengthened presumption in favour of sustainable development, greater support for housing delivery and urban densification, revised Green Belt policies, and stronger consideration of climate change, environmental quality, infrastructure and sustainable transport. It also covers reforms to statutory consultees, planning fees, planning committees and the Housing Delivery Test, highlighting changes that could affect how applications are prepared and determined.
