Master Information Delivery Plan MIDP

Building Information Modelling (BIM) is a very broad term that describes the process of creating and managing digital information about a building or other facility such as a bridge, highway, tunnel and so on.

In the UK, the Government Construction Strategy stated that the '...Government will require fully collaborative 3D BIM (with all project and asset information, documentation and data being electronic) as a minimum by 2016'. This represents a minimum requirement for Level 2 BIM on centrally-procured public projects.

PAS 1192-2 (Publicly Available Specification) Specification for information management for the capital/delivery phase of construction projects using building information modelling, (now replaced by BS EN ISO 19650) sets out the requirements for Level 2 BIM in the capital/delivery phase of projects (PAS 1192-3 focusses on the operational phase).

PAS 1192-2 proposes that during the procurement stage, a pre-contract BIM execution plan (BEP or BxP) is prepared by prospective suppliers, setting out their proposed approach, capability, capacity and competence to satisfy the Employer's Information Requirements.

Once the contract has been awarded, the successful supplier submits a post contract-award BIM execution plan confirming the supply chain's capabilities and including a master information delivery plan (MIDP).

The master information delivery plan is the primary plan for the preparation of the project information (from the supplier's perspective) required by the employer's information requirements. It lists information deliverables, and sets out when project information is to be prepared, by whom, and using what protocols and procedures for each stage of the project.

PAS 1192:2 suggests that information deliverables include but are not limited to '... models,drawings or renditions, specifications, equipment, schedules, room data sheets, and shall be managed via change control'.

The master information delivery plan is developed from a series of task information delivery plans (TIDP) for the project prepared by individual task team managers and setting out the responsibility for each specific information deliverable. The master information delivery plan collates the separate task information delivery plans, and aligns them with the design and construction programmes.

The master information delivery plan should be developed by the project delivery manager, working collaboratively with the task team managers. It is then used by the project delivery manager to manage the delivery of information during the project.

Where more than one supplier is appointed, there may be one overarching BIM execution plan and master information delivery plan, with responsibility for its preparation set out in appointment documents, and then secondary BIM execution plans prepared by other suppliers, informed by the content of the primary plan.
