[edit] Changes to permitted development rights
The Town and Country Planning (General Permitted Development etc.) (England) (Amendment) Order 2023 covers a number of minor changes to the of Order 1995, which revoked and consolidated in 22 amendments the Order of 2015.
The changes came into effect as of the 27th July 2023 and include development from Local Authorities, alteration of prison fences and temporary use of land.

[edit] Local Authority definition
This change extends the definition of a local authority to a National Park Authority and the Broads Authority to allow these bodies to benefit from the permitted development rights.
[edit] Prison fences
This change allows for the alteration or erection of prison fences up to 5.5 metres above ground level without planning under an a new class; Class MA.
[edit] Extension to temporary use of land
This change updates Schedule 2, Part 4 of Class B permitted development rights for the use of 'any land for any purpose for not more than 28 days in total in any calendar year… and the provision on the land of any moveable structure for the purposes of the permitted use'.
The new permitted development right is added that allows the temporary use of land as a recreational campsite for up to 60 days per calendar year, subject to limitations and conditions. These limitations include prior approval from the local planning authority, the number of pitches (below 50), restrictions on particular types of sites (SSI, listed buildings etc), the provision of facilities but also and importantly "for the siting of any caravan except a caravan which is used as a motor vehicle designed or adapted for human habitation."
