Valance
A valance is very similar to a pelmet but it is made of stretched or pleated fabric that is fixed or hung above a window, primarily for decoration and to conceal the hanging mechanism of the curtain. The same term is used for decorative fabrics that hang from beds, tables or shelves, it is also a familiar feature of religious furnishings hanging as a trim, for example around an altar.
