UK Concrete and Cement Industry, Roadmap to Beyond Net Zero, published by MPA UK Concrete in 2020, defines hard-to-abate sectors as: ‘large-scale, heavy industrial sectors which are recognised as requiring higher investment and policy support to fully decarbonise due to the complex chemical and thermodynamic characteristics of the production processes.’
