Fire Engineers Transitional Board

The Fire Engineers Transitional Board is mentioned in the government response to the Fire Engineers Advisory Panel: Authoritative Statement which was published 17 December 2026, the policy paper Next steps on fire engineering profession reform published on the same day in response to the statement describes the new board thus:

"To guide the early stages of reform, the government will establish a Transitional Board comprised of experienced regulators, representatives from professional bodies, and expert advisers. While the future regulator will ultimately maintain the profession’s competency standards, the Transitional Board will support MHCLG to:

"Its output will support education providers in developing programmes aligned to the new regulatory expectations. In the interim, providers should use the Authoritative Statement as the foundation for curriculum design.

"The Transitional Board will also reflect on potential models developed by MHCLG for establishing the new regulator, including where the regulator should sit within the wider system. Industry will play an important role in preparing for regulation by developing and professionalising its workforce.

"Finally, the Transitional Board will offer views and support on the proposed initiatives to increase capacity, as well as ad-hoc advice on wider reform to the profession and to built environment professions more broadly."

The Fire Engineers Advisory Panel was formed in April 2025 as part of the government's February commitment to implement the Grenfell Tower Inquiry Phase 2 Report recommendations in full. Some of those recommendations related to reform of the fire engineering profession, with the aim of improving public safety by developing a 'highly skilled, sustainable profession underpinned by strong professional accountability'. In December 2025 the panel published an Authoritative Statement defining the knowledge and competencies expected of a competent fire engineer. Establishing a Fire Engineers Transitional Board was one of the separate next steps described by the government and published on the same day in its statement responding to the Fire Engineers Advisory Panel authorative statement. Combined these outline how the government and industry intends to put both the Inquiry’s recommendations and the panel’s advice into effect.
