Building a Safer Future, Proposals for reform of the building safety regulatory system, A consultation, Published by the Ministry of Housing, Communities and Local Government (MHCLG) in June 2019, suggests that the completion stage is: ‘The point at the end of the construction process when building work is completed and needs to be assessed prior to occupation.’
