Special administration regime
Water Bill, Glossary: water terms, published by the Department for Environment, Food and Rural Affairs in November 2013, defines the special administration regime as: ‘The regime for protecting customer interests when an incumbent water company and some licensees become insolvent or are otherwise failing to such an extent that it is in customers’ best interests to transfer the business to a new owner.’
