New tenancies
For the purposes of the Private Rental Sector regulations (PRS regulations) the 'Improving the energy performance of privately rented homes: consultation document' published 7 February 2025 defines a ‘new tenancy’ as 'a tenancy where a domestic property is rented out to a new tenant, or a contract with an existing tenant is renewed or extended.'
The same document refers to ‘all tenancies’ as 'those where the same tenant has been in situ throughout. The ‘all tenancies’ trigger date effectively introduces a backstop date, by which all remaining properties which are required to have EPCs, will have to be improved to the required EPC rating.'
