Urban Design Guidelines for Victoria, published by the State of Victoria (Australia) in 2016, suggests that: ‘Key public spaces may be located in parks, plazas, or streets. They are generally public places of significance, with high levels of amenity. They may be identified through strategic assessment processes.’
