Green paper
The UK Parliament Glossary of terms defines Green papers as "consultation documents produced by the Government. The aim of this document is to allow people both inside and outside Parliament to give the department feedback on its policy or legislative proposals." The Charter for Social Housing Residents, Social Housing White Paper, published by the Ministry of Housing, Communities and Local Government (MHCLG) in November 2020, defines a Green Paper as: ‘a consultation document produced by the government. The aim of this document is to allow people both inside and outside Parliament to give the department feedback on its policy or legislative proposals.’
