Guide to developing the project business case, Better business cases: for better outcomes, published by HM Treasury in 2018, defines evaluation as: ‘…the systematic assessment of an intervention, its design, implementation and resulting outcomes both during implementation and most importantly afterwards.’
Public procurement toolbox, terminology, published by the Organisation for Economic Co-operation and Development (OECD), suggests that: ‘Evaluation refers to a periodic and consistent assessment of the effectiveness of the public procurement system from individual procurements to the system as a whole.’
