Tier 1 supplier
BIS Research paper No. 145, Supply Chain Analysis into the Construction Industry, A Report for the Construction Industrial Strategy, published by the Department for Business Innovation and Skills in October 2013 defines a tier 1 supplier as: 'Designers and constructor that have a direct contract with the ultimate client.'
PAS 1192-2 suggests that ‘A tier 1 supplier can provide services to the project (for example, development of the project brief, architectural services, engineering services, construction management services), or can provide goods to the project (for example, constructed assets).’
Project procurement and delivery guidance, Using two stage open book and supply chain collaboration, Published by HMSO in 2014, suggests that a tier 1 contractor is: ‘…a contractor appointed directly by a Client’
