Primary use

Urban Design Guidelines for Victoria, published by the State of Victoria (Australia) in 2016, suggests that: ‘Primary uses are those uses that have induced people to spend time in the area, such as workplaces, businesses and residences, or institutions and services like museums or libraries.’
