Anticipate, react, recover; Resilient infrastructure systems, published by the National Infrastructure Commission in May 2020, defines network capacity as: ‘The measures implemented across the network or system which provide back-up, redundancy, buffering, or additional capacity. This may be through interconnectivity, decentralisation, and the ability to re-route flows in the system.’
