Cost of ownership
STAR Procurement (a shared procurement service for Rochdale, Stockport, Tameside and Trafford Councils), Glossary of Terms, published in May 2019, suggests that cost of ownership is: ‘The total value that takes into account direct costs (e.g. initial outlay, delivery / installation) as well as indirect costs (e.g. operating, service / repair) in determining the value of an investment.’
