Special qualities

Assessing landscape value outside national designations, Technical Guidance Note 02/21, published by the Landscape Institute in 2021, defines special qualities as: ‘A statutory expression used in (amongst other places) sections 5 and 11A of the National Parks and Access to the Countryside Act 1949 (as amended), section 87 of the Countryside and Rights of Way Act 2000 and National Parks (Scotland) Act 2000 (although the term is not defined in legislation). Special qualities are defined by Nature Scot as ‘the characteristics that, individually or combined, give rise to an area’s outstanding scenery’.
