Water for life and livelihoods, River basin management plans, Glossary, Published by the Environment Agency in 2016, states: ‘Spatial planning is wider ranging than land-use planning based on regulation and control of land, and aims to ensure the best use of land by assessing competing demands. Social, economic and environmental factors are taken into account in producing a decision that is more conducive to sustainable development.’
