The Green Book, Central Government Guidance On Appraisal And Evaluation, Published by HM Treasury in 2018, suggests that an options framework: ‘…is a process where an initial long-list is reduced to a short-list by breaking a proposal down into a sequence of strategic choices looking at scope, solution, delivery, implementation and funding.’
