High Speed Rail (Crewe – Manchester) Environmental Statement, Glossary, abbreviations and references, published by the Department for Transport in 2022, defines neighbourhood quality as: ‘A combination of aspects that have the potential to affect residents’ experience of and feelings about their local environment.’
