Local utilities
Roles in construction projects: analysis and terminology, by Hughes, W. and Murdoch, J. R, published in 2001 by the University of Reading, defines local utilities as: ‘Water, sewage, waste disposal and associated utilities, usually organized by the local authority, who have a statutory obligation to ensure that adequate standards are conformed with, even if the responsibility for doing the work is contracted out to the private sector.’
