Expert opinion estimating
Should cost modelling, Development Guidance, Version 1.0, published by Government Commercial Function in May 2021 states: ‘This technique involves canvassing opinion from experts in a particular field, to provide insight into expected cost levels. It can provide service, project or programme specific insight and allow for high-level cost estimation when data is deficient, but lacks the evidence base of other techniques and is susceptible to bias.’
