Improving Infrastructure Delivery: Project Initiation Routemap, Handbook, Version 2 June 2016, published by the Infrastructure and Projects Authority, states: ‘The Delivery Model refers to the organisational entity that will be appointed to deliver the project (e.g. establishment of a special purpose vehicle). This is a key consideration in determining governance arrangements.’
Project Routemap, Setting up projects for success, Organisational Design & Development, UK Module, published by the Infrastructure and Projects Authority in 2021, states: ‘The delivery model is the form of structural and commercial arrangements to be deployed to meet the sponsor’s requirements. The selected model should be the best option from those available, taking into account the capabilities and constraints of the project. For example, the creation of an arm’s-length body like High Speed 2 or the formation of a special purpose vehicle as has been used to deliver Thames Tideway Tunnel.’
