Shadow tender

This article needs more work. To help develop this article, click 'Edit this article' above.

A shadow tender can be used in situations where a clients invitation to tender has attracted only one submission and the client is under pressure to proceed due to early deadlines, large sunk costs and so on.

A shadow tender is submitted by a third party to provide a market comparison with the submitted tender.
