Resource cost
The Green Book, Central Government Guidance On Appraisal And Evaluation, Published by HM Treasury in 2018, defines resource cost as: ‘…the costs of goods and services excluding transfer payments such as for example VAT. In resource accounting, ‘resource costs’ are accruals expressed in real terms.’
Where, resources are: ‘…real goods and services excluding other costs.’
