Refuge

Fire safety risk assessment: small and medium places of assembly, published by HM government in 2006 and updated in 2024, defines a refuge as: ‘A place of reasonable safety in which a disabled person and others who may need assistance may rest or wait for assistance before reaching a place of total safety. It should lead directly to a fire-resisting escape route.’

Planning Gateway One - Glossary, published on the Planning Portal, defines a refuge as: ‘A protected area / safe space for people to await further evacuation.’
