Should cost modelling, Development guidance, Published by the Government Commercial Function in May 2021, suggests that the Model SRO - The ‘Model Senior Responsible Owner’ is: ‘…the single individual who is ultimately accountable for the SCM (Should Cost Model), including its delivery, outputs and all aspects of its governance, control and use.'
