The Green Book, Central Government Guidance On Appraisal And Evaluation, Published by HM Treasury in 2018, defines the GDP deflator as: ‘…an index of the general price level in the economy as a whole, measured by the ratio of gross domestic product (GDP) in nominal (i.e. cash) terms to GDP at constant prices.’
