The London Plan, Published by the Mayor of London in March 2016, suggests that the energy hierarchy is: ‘The Mayor’s approach to reducing carbon dioxide emissions in the built environment. The first step is to reduce energy demand (be lean), the second step is to supply energy efficiently (be clean) and the third step is use renewable energy (be green).’
