The Green Book, Central Government Guidance On Appraisal And Evaluation, Published by HM Treasury in 2020, suggests displacement: ‘…is the degree to which an increase in economic activity or social welfare that is promoted by an intervention is offset by reductions elsewhere. in the area under consideration or in similar areas close by.
