Panel procedure
Capital Works Management Framework, Guidance Note, Glossary, Published by the Government of Ireland Department of Finance in 2009 suggests that: ‘The panel procedure is one that may be used by the Contracting Authority for the procurement of a specialist works contractor. A panel of specialists is proposed by the Contracting Authority, and the main contract tenderers can then choose to use a panel specialist or propose an alternative specialist with their tender submission. Any applicant for the panel of specialist works contractors may express an interest in being included on a panel in the main contract tender invitation; but only those that qualify are placed on the panel.’
