In very general terms, the word ‘propriety’ means conformity with accepted standards of behaviour.
Government Functional Standard, GovS 006: Finance, Version: 2.0, published by HM Government in September 2021 defines propriety as: ‘The principles that patterns of resource consumption should meet high standards of public conduct, and robust governance and respect Parliament's intentions, conventions and control procedures, including any laid down by the Public Accounts Committee.’
