The Home Quality Mark defines pre-development as the state of a site immediately prior to purchase of the site by the client or developer, or, where the client has owned or occupied the site for a number of years, its current state.

Ref Home Quality Mark One, Technical Manual SD239, England, Scotland & Wales, published by BRE in 2018.
