My answer: Preserve and maintain the historical building and strong architectural history with incorporation of innovative buildings or structure, e.g. London Eye, Rolling Bridge, 30 St Mary Axe etc. Plan for the Decentralised Business District with transport network for connection with central London and supporting facilities.
