This 2011 report from the Equality and Human Rights Commission acknowledges that the industry had started to shown early signs of becoming more diverse but this was offset by not quantifying the benefits and a lack of joined up working and promotion. It proposes a Framework for action that covered construction works, knowledge pool, business results and impact management and communication and media.
