It demands collaborative action to prevent fatal or serious collisions between vehicles servicing construction projects and vulnerable road users; pedestrians, cyclists and motorcyclists.&lt;br /&gt;
&lt;br /&gt;
The standard requires action from clients, principal contractors and vehicle operators and harnesses the power of policy-makers to shape the quality of life for their communities.&lt;br /&gt;

CLOCS has developed the national standard for construction logistics: managing work related road risk, a common standard for use by the construction logistics industry. Implemented by construction clients through contracts, this new standard provides a framework enabling the management of road safety by the industry in a way that can be adhered to in a consistent way by fleet operators.&lt;br /&gt;

FORS (Fleet Operator Recognition Scheme) and CLOCS work together, to keep compliance simple. If you work in the construction industry and operate vehicles, FORS Silver accreditation will ensure you are CLOCS compliant.&lt;br /&gt;

Eleven separate standards, codes of practice and policies relating to work related road safety were reviewed and brought together into a single common standard. The willingness of organisations to set aside individual positions and to work together in support of a common principle allowed the rapid delivery of the CLOCS Standard. It represents a united response to improve road safety across the industry and greater social responsibility which will save lives.&lt;br /&gt;
&lt;br /&gt;
Developing and sharing effective practice is vital in keeping organisations up to date about the latest standards and procedures currently being applied in their industry in relation to managing road safety.&lt;br /&gt;
&lt;br /&gt;
The CLOCS standard is supported by a Memorandum of Understanding (MoU) and Terms of Reference (ToR) that build engagement and commitment and articulate roles and responsibilities for implementation.&lt;br /&gt;
&lt;br /&gt;
The CLOCS Team is responsible for monitoring the implementation of the standard, its effectiveness and future versions.&lt;br /&gt;

It is applicable to all sites (project, premises or property) that require deliveries, collections or servicing by commercial vehicles and all fleet operations using commercial vehicles over 3.5 tonnes gross vehicle weight, unless otherwise indicated by the client. This includes abnormal indivisible loads and engineering plant. All fleet operators shall comply with the standard in the time frame instructed by the client in agreeing the contract. This shall not be more that 90 days from the start of a contract unless special circumstances apply.&lt;br /&gt;

The need for SECBE action:&lt;br /&gt;
&lt;br /&gt;
Whilst some improvements have been seen in the sector since Latham’s 1994 report “Constructing the Team”, Mark Farmer’s Oct ’16 report “Modernise or Die” confirmed margins remain stubbornly low, productivity low, customer satisfaction low, and ‘performance in use’ largely unknown – perhaps as traditional procurement, regulation, methodologies and skills also remain largely unchanged. For the sector, its companies and built facilities to radically improve, our mindset and approach also needs to radically change, and that requires a catalyst like SECBE to drive positive change.&lt;br /&gt;
&lt;br /&gt;
SECBE has a strong track record in project management and facilitation, with particular expertise in the following areas:&lt;br /&gt;

&lt;div&gt;CLOCS is a national Standard that requires all stakeholders in construction to take responsibility for health &amp;amp;amp; safety beyond the hoardings. It demands collaborative action to prevent fatal or serious collisions between vehicles servicing construction projects and vulnerable road users; pedestrians, cyclists and motorcyclists.&lt;br /&gt;
&lt;br /&gt;
The standard requires action from clients, principal contractors and vehicle operators and harnesses the power of policy-makers to shape the quality of life for their communities.&lt;br /&gt;

CLOCS has developed the national standard for construction logistics: managing work related road risk, a common standard for use by the construction logistics industry. Implemented by construction clients through contracts, this new standard provides a framework enabling the management of road safety by the industry in a way that can be adhered to in a consistent way by fleet operators.&lt;br /&gt;
&lt;br /&gt;
FORS and CLOCS work together, to keep compliance simple. If you work in the construction industry and operate vehicles, FORS Silver accreditation will ensure you are CLOCS compliant.&lt;br /&gt;

A collaborative approach&lt;br /&gt;
&lt;br /&gt;
Eleven separate standards, codes of practice and policies relating to work related road safety were reviewed and brought together into a single common standard. The willingness of organisations to set aside individual positions and to work together in support of a common principle allowed the rapid delivery of the [https://www.clocs.org.uk/resources/clocs_standard_dec_2017_16_4_18_web.pdf CLOCS Standard]. It represents a united response to improve road safety across the industry and greater social responsibility which will save lives.&lt;br /&gt;
&lt;br /&gt;
Developing and sharing effective practice is vital to keep organisations up to date about the latest standards and procedures currently being applied in their industry in relation to managing road safety.&lt;br /&gt;
&lt;br /&gt;
The CLOCS Standard is supported by a Memorandum of Understanding (MoU) and Terms of Reference (ToR) that build engagement and commitment and articulate roles and responsibilities for implementation.&lt;br /&gt;
&lt;br /&gt;
The CLOCS Team is responsible for monitoring the implementation of the Standard, its effectiveness and future versions.&lt;br /&gt;
&lt;br /&gt;
Scope&lt;br /&gt;
&lt;br /&gt;
Applicable to all sites (project, premises or property) that require deliveries, collections or servicing by commercial vehicles and all fleet operations using commercial vehicles over 3.5 tonnes gross vehicle weight, unless otherwise indicated by the client. This includes abnormal indivisible loads and engineering plant. All fleet operators shall comply with the standard in the time frame instructed by the client in agreeing the contract. This shall not be more that 90 days from the start of a contract unless special circumstances apply.&lt;br /&gt;
&lt;br /&gt;
CLOCS Standard for construction clients/principal contractors includes:&lt;br /&gt;

The winners of the Constructing Excellence SECBE Awards 2018 were revealed at the prestigious awards ceremony and gala dinner on the 28th of June 2018 and the Royal Lancaster Hotel in Hyde Park, London.&lt;br /&gt;
&lt;br /&gt;
It was our biggest awards ceremony yet, with over 600 guests celebrating the success of the regions’ finest people, organisations and projects. The evenings host was Maggie Philpin OBE – Broadcaster and CEO of TeenTech, who kept the attendees entertained throughout the proceedings!&lt;br /&gt;
&lt;br /&gt;
The awards, sponsored by Unibail-Rodamco-Westfield, recognises outstanding companies and projects within the built environment that have delivered improvements in all-round performance through collaborative working and a desire to make a difference. They are open to the whole sector from buildings to infrastructure, all parts of the supply and demand chain, all disciplines, professions and trades.&lt;br /&gt;
&lt;br /&gt;
The robust judging process for the Constructing Excellence SECBE Awards means that being selected as a finalist is a significant achievement and the judges have the highest standards of fairness, accuracy and integrity.&lt;br /&gt;

The winners of the Constructing Excellence SECBE Awards 2018 were revealed at the prestigious awards ceremony and gala dinner on the 28th of June 2018 and the Royal Lancaster Hotel in Hyde Park, London.&lt;br /&gt;
&lt;br /&gt;
It was our biggest awards ceremony yet, with over 600 guests celebrating the success of the regions’ finest people, organisations and projects. The evenings host was Maggie Philpin OBE – Broadcaster and CEO of TeenTech, who kept the attendees entertained throughout the proceedings!&lt;br /&gt;
&lt;br /&gt;
The awards, sponsored by Unibail-Rodamco-Westfield, recognises outstanding companies and projects within the built environment that have delivered improvements in all-round performance through collaborative working and a desire to make a difference. They are open to the whole sector from buildings to infrastructure, all parts of the supply and demand chain, all disciplines, professions and trades.&lt;br /&gt;
&lt;br /&gt;
The robust judging process for the Constructing Excellence SECBE Awards means that being selected as a finalist is a significant achievement and the judges have the highest standards of fairness, accuracy and integrity.&lt;br /&gt;

&lt;br /&gt;
They have produced a video aimed at the construction industry, highlighting the reasons why the scheme is so important to businesses and the public at large, and gives a constructive voice to people who have been injured or bereaved by construction vehicles.&lt;br /&gt;
&lt;br /&gt;
Victoria Lebrec, RoadPeace spokesperson and victim of a construction lorry crash, says “In 2014 my life changed forever when I was hit by a tipper truck whilst cycling in London. I lost my leg in the collision, and have had over 12 operations and months of physiotherapy. I urge all construction companies to join up to CLOCS and take on board some simple, effective methods to make their vehicles safer. If signing up means saving someone the pain I went through, then it is absolutely worth it.”&lt;br /&gt;

Andy Taylor, Health and Safety Director CEMEX UK says; “We are delighted to be involved in this video and would encourage everyone in our industry who isn’t a member of CLOCS to become members. Over the years, the construction industry has shown great commitment and done an excellent job of raising health and safety standards on sites. Now it is time to go beyond the sites themselves to roads and site access to raise the level of safety by sharing best practice and implementing innovation and change.”&lt;br /&gt;

Derek Rees from CLOCS says “I am delighted that RoadPeace and CEMEX UK have joined forces to create a hard-hitting video calling on others within the sector to join up to the scheme. As an industry, the construction sector takes health and safety on site really seriously. But very few clients, principal contractors and sub-contractors seem to recognise their legal and moral responsibilities for the vehicles servicing their sites. As soon as that lorry leaves the site the same rules don’t seem to apply. The CLOCS scheme is a way of introducing workable solutions which help everyone in the industry protect the wider community, their colleagues and themselves.”&lt;br /&gt;

Victoria Lebrec, RoadPeace spokesperson and victim of a construction lorry crash, says “In 2014 my life changed forever when I was hit by a tipper truck whilst cycling in London. I lost my leg in the collision, and have had over 12 operations and months of physiotherapy. I urge all construction companies to join up to CLOCS and take on board some simple, effective methods to make their vehicles safer. If signing up means saving someone the pain I went through, then it is absolutely worth it.”&lt;br /&gt;
