PROPOSITION

* ... that BMI is presented as an existing body of activity whose future development requires a new headquarters — BMI-HQ — and the page begins to treat the headquarters itself as an architectural proposition.

There are really two things being placed together:

# BMI as an organisation/activity — something already existing, with a range of functions, interests and relationships.
# BMI-HQ as a new architectural requirement — a headquarters that would somehow accommodate, support or extend that activity.

So the page is not merely asking “What is BMI?” It is beginning to establish a relationship:

existing organisation → changing requirements → new architectural situation

that is important for our investigation because CP is apparently not presenting BMI-HQ as an ordinary building commission.

The question becomes: what sort of architectural situation does the page make visible?

BMI should be understood as a changing pattern of activities, areas, frequencies, capacities and connections — and the building should be organised to accommodate that changing pattern.

We have two different descriptions of BMI on the same page:

Page 366 gives us the first really substantial visual evidence for what CP may have meant by recommending BMI to you. Not because it is an extraordinary building in itself — indeed his own note says that part of it is disappointingly conventional — but because BMI appears to be a vehicle for investigating the relationship between changing activities and a building's capacity to accommodate them.

== Introduction ==

Design of Atom started in June 1967. It was first published as:—

# 'Total Learning Environment with a Kit of Parts', in 'Progressive Architecture (April 1968), pp.208-210;
# 'Atom: Design for New Learning for a New Town', in Architectural Design (May 1968), pp.232-235;
# 'Education in the New Town', in Cannady, W. (1970) 'New Schools For New Towns', pp.24-33.

However, since these early publications, there has been relatively little published about Atom - see References.

Now, over fifty years later, it is hoped that architects might find it 'interesting' and 'important'. This is primarily because Atom was, to borrow from Cedric Price:—

* "...singular, if not unique, in recognising, in architectural terms, the necessity for anticipation of social change in [https://www.designingbuildings.co.uk/wiki/Communities community] and the individual, and in the constructive response of the built environment."

* The provision of educational facilities, in physical terms, should not be tailored to any particular requirements made by any particular authority.
* Rather, such provision should through its ambiguity enable a range of educational patterning to evolve wider than previously possible.
* In architectural and planning terms, this requires an avoidance of the providing of a single or comprehensive physical dispenser unit.
* However, the acceptance of educational servicing as continuous, essential feed to the total lifespan, does demand an acceptance of the fact that education together with other essential services must be made available in means and methods comparable with other forms of invisible servicing.
* The resultant facilities must equate therefore to a total social servicing industry rather than one related largely to a particular age group under particular circumstances.
* I totally accept the principles outlined in the educational plan for this scheme. *

* The operational plan and manufactured objects proposed here are sited and designed to enable their utilization to equate to both the likely initial operational demands, while at the same time enabling and encouraging an increasingly rapid rate of change of scope and scale of the educational plan.

Thus Cedric Price's thesis affirms its first premise - i.e. "a first set of tools (buildings, equipment, etc.)".

Rather than proposing another university, Edukit continues an investigation into educational servicing as anticipatory infrastructure. In this sense, it is less a project than an ongoing inquiry into the future organisation of learning, access and educational provision. It is presented not as a replacement for existing educational institutions, but as a complementary and anticipatory framework through which educational provision might be extended beyond conventional institutional boundaries.

Rather than proposing another university, Edukit investigates alternative frameworks through which educational needs might be met. In this sense, it is less a project than an ongoing inquiry into the future organisation of learning, access and educational provision.

== What do we know? ==

Educational provision has traditionally been organised around institutions such as schools, colleges and universities. Yet Cedric Price's educational projects repeatedly challenged this assumption. In projects such as Potteries Thinkbelt (1966), ATOM (1967) and Detroit Think Grid (1970), education was conceived not as a building type but as a distributed service infrastructure. Price described this approach as educational servicing: a continuous provision extending throughout life rather than a finite period of institutional attendance.

These projects proposed networks of facilities, communications, mobility and access rather than self-contained campuses. Their concern was not the design of educational institutions but the organisation of learning opportunities across territories and communities.

More than half a century later, many of the issues identified by Price remain unresolved. Access to learning, regional inequality, technological change, lifelong education and institutional inertia continue to challenge traditional educational models.
