== FOREWORD ==

On 16 June 2024 I wrote to the Canadian Centre for Architecture (CCA) asking:—

* &quot;...is the content of the copy of the [https://www.designingbuildings.co.uk/wiki/Report report] entitled 'Potteries Think Belt: A [https://www.designingbuildings.co.uk/wiki/Plan plan] for the establishment of a major advanced educational industry in North Staffordshire' (Reference. Number: DR2004: 0089) the same as the content published in [https://www.designingbuildings.co.uk/wiki/Architectural_design Architectural Design], October 1966?&quot;

On 26 June 2024, I received a reply from the CCA offering to send me a PDF document containing reference images of the report by the end of July. In the event, the file was shared with me on 8 August 2024.

Thus this article is able to take as its starting point the content of the report, an unpublished manuscript completed in February 1966, and compare it with the content of the article published in [https://www.designingbuildings.co.uk/wiki/Architectural_design Architectural Design] in October 1966.

It assumes:—

* ... that the Potteries Thinkbelt study was a working hypothesis [https://www.designingbuildings.co.uk/wiki/Constructed constructed] by [https://www.designingbuildings.co.uk/wiki/Cedric_Price Cedric Price] as a basis for further ongoing [https://www.designingbuildings.co.uk/wiki/Research research].

For the purposes of this article I have provided facsimiles of both the report and the article together with extracts from research notes picking out the main points.
Notes

Cedric Price felt that one of the major weaknesses of the British University system was:

* &quot;The lack of awareness of both the correct scale and intensity at which such education should occur. Present institutions are both too small and too exclusive. Through lack of acceptance of advanced education as a prime national industry, the present context is in danger of lacking, on the one hand, recognisable social relevance, and on the other, the capacity to initiate progress rather than attempt to catch up with it.&quot;
* Cedric Price, &quot;1.1 Introduction&quot;, Potteries Thinkbelt, (unpublished manuscript), February 1966, Cedric Price fonds.

Cedric Price claimed:—

* &quot;This study helps to indicate a valid national and regional distribution of educational institutions.&quot;
* &quot;In addition, through postulating varied forms of exchange utilising electronic static communications systems and equipment together with mobile and variable physical enclosures, the Study demonstrates the resulting physical organisation and indicates the changing validity of finite location.&quot;
* &quot;Both the overall planning and detailed architecture of this project suggests the likelihood that education and the need to exchange information can equate to past needs for defence, energy and commerce as a generator of urban [https://www.designingbuildings.co.uk/wiki/Location lo]c[https://www.designingbuildings.co.uk/wiki/Location ation] and form: cities caused by learning.&quot;
* (ib.)

Cedric Price also claimed:

* &quot;The re-assessment of the contemporary housing requirement in this Study together with an avoidance, at the first development stage, of any &quot;civic design&quot; indicates the order and priorities proposed for urban design method.&quot;

Cedric Price was well aware of the dire conditions in North Staffordshire and wanted to give something back to his homeland:

* &quot;This area of North Staffordshire—including the Potteries and Newcastle-under-Lyme—is economically less prosperous than the rest of the region. As far as built physical environment goes, it is a disaster area—largely unchanged since its industrial expansion throughout the nineteenth century.&quot;
* Cedric Price, &quot;3.0 Regional Implications&quot; and &quot;3.1 West Midlands Regional Study, HMSO 1965&quot;, Potteries Thinkbelt, (unpublished manuscript), February 1966, Cedric Price fonds.

Cedric Price noted as well that the Keele technical college remained aloof from the real needs of the Potteries:

* &quot;The first post-war New University at Keele has shown the slowest growth of all Universities (present student population approximately 1000) has little contact with the area and few faculties related to the industrial content of the area.&quot;

Cedric Price considered mobility and flexibility to be essential to the success of the project:

* &quot;The proposed development is planned to enable advanced education to be undertaken in conditions taking full advantage of present day national and individual mobility. However, it is so designed to prevent its form and organisation from being restrictive in the future. [...] A far greater mobility of students between all educational establishments is envisaged. This necessitates calculated “slack” in the educational spatial capacity so planned.&quot;
* Cedric Price, &quot;5.1 Educational&quot;, Potteries Thinkbelt (unpublished manuscript).

The Thinkbelt, Cedric Price promised, would:

* &quot;...replace the existing rigid age and time structuring of university occupancy with a more elastic system enabling full participation by part-time and re-education factions. The pure and applied science and engineering bias of the P.T.B. involves an emphasis on large flexible organisation of faculties with easy links to national networks.&quot;
Madeley was the largest of the Transfer Areas. Cedric Price designed the area to permit easy linkage between the internal Thinkbelt rail and road systems and the national M6 motorway, and to provide &quot;facilities for handling, assembly and construction of large scale goods and equipment.&quot;

The Meir Transfer Area linked the Thinkbelt network to an airfield, &quot;providing facilities for rapid exchange of personnel or lightweight goods from P.T.B. to national or international networks.&quot;

In his introductory remarks, Robin Middleton underscored [https://www.designingbuildings.co.uk/wiki/Cedric_Price Cedric Price's] idea of education as industry:

* &quot;The [https://www.designingbuildings.co.uk/wiki/Potteries_Thinkbelt Potteries Thinkbelt] is a seriously considered [https://www.designingbuildings.co.uk/wiki/Project project] for revitalising that [https://www.designingbuildings.co.uk/wiki/Area area] in northern Staffordshire which has for generations depended for its [https://www.designingbuildings.co.uk/wiki/Livelihood livelihood] and all sense of [https://www.designingbuildings.co.uk/wiki/Communities community] on the [https://www.designingbuildings.co.uk/wiki/Manufacture manufacture] of pottery. This industry has now become [https://www.designingbuildings.co.uk/wiki/Stagnant stagnant]; the [https://www.designingbuildings.co.uk/wiki/Area area] a wasteland. [https://www.designingbuildings.co.uk/wiki/Cedric_Price Cedric Price's] revolutionary [https://www.designingbuildings.co.uk/wiki/Proposals proposal] is that advanced education—and in particular advance technical education—should become the new prime industry.&quot;

Cedric Price envisioned a new form of community, which rejected traditional notions of public gathering.

* &quot;For students would live all over the area. Their dispersal would mean that they would not live within a self-conscious and artificial 'studnet-community'. They would be members of a whole community, living and working together.&quot;
Notes

[https://www.designingbuildings.co.uk/wiki/Cedric_Price Cedric Price] updated the text from the report. For example:

* &quot;The prime weakness of the advanced educational system in Britain is a lack of awareness of both the correct [https://www.designingbuildings.co.uk/wiki/Scale scale] and intensity at which such education should occur.
* Institutions today are too small and too exclusive. Because advanced education is not regarded as a major national industry, it is in danger of failing to achieve both a recognizable social relevance and a [https://www.designingbuildings.co.uk/wiki/Capacity capacity] to initiate [https://www.designingbuildings.co.uk/wiki/Progress progress] rather than attempt to [https://www.designingbuildings.co.uk/wiki/Catch catch] up with it.&quot;

In a key change from the report, [https://www.designingbuildings.co.uk/wiki/Cedric_Price Cedric Price] now claimed:—

* &quot;This study proposes a valid national and [https://www.designingbuildings.co.uk/wiki/Regional regional] distribution of educational [https://www.designingbuildings.co.uk/wiki/Institution institutions].&quot;

Cedric Price wrote:

* &quot;...further education and re-education must be viewed as a major industrial undertaking and not as a service run by gentlemen for the few.&quot;

Cedric Price was adamant that the Potteries Thinkbelt would have a deliberate &quot;bias towards pure and applied science and engineering&quot;.
Notes

Cedric Price hoped that the close integration of the project with the community at large would further break down the distinction between learning and living, allowing education to become a normal part of the daily life of the community:

* &quot;The system by which the public is self-consciously invited to participate, on sufferance, in certain activities in existing universities will not obtain in the PTb, since the flexibility of learning equipment and methods will allow national participation by students in fields at present rigidly defined as secondary or adult education.&quot;

Students would benefit from observing and analysing traditional modes of manufacture in existing factories, while new factories could be built to implement the resulting advances in technology:

* &quot;Though the effect of the PTb in providing new forms of employment directly related to the complex will be of short-term benefit to a community once heavily dependent on two basic, and contraction industries [coal and ceramics], the long-term value of the PTb will rest on the capacity of its research facilities to attraact new industries to the area and to reorientate and revitalize existing industries such as ceramic manufacture.&quot;
== ALTERNATIVE ICONOGRAPHY ==

On 5 November 2003, speaking at the first Supercrit event, Roger Zogolovitch said:

* &quot;... the POTTERIES THINKBELT demonstrates an effective instance of sustainability etc. etc. — while we know that the strength of the idea still stands in front of us as such a beacon of intelligence: it comes from the way we want to see how society could work with a logical investment, yet we still have to defend it, we have to defend the notion of the imagination and clarity of that thinking against the kind of stupidity, the dull perpetuation of iconography that displaced it.&quot;
* Roger Zogolovitch in Hardingham and Rattenbury (2007) 'Supercrit #1: Cedric Price POTTERIES THINKBELT', p.85

The images below enable one to make comparisons between the sites as they were before the Potteries Thinkbelt study and as they are in 2024.

Thus this article hypothesises:—

* ... that the Potteries Thinkbelt represents a default position with which alternative development can be compared.

This is evidenced in the satellite images provided by the National Library of Scotland (NLS) in the Map images below.
For the first session, the author recommends:—

* pink floor plates
* &quot;In placing Price within this time and setting (the 1960s), one can identify in his work a strong belief in the new solution and a confidence in the future sustained by his full commitment to rationality and progress. But it was to be on the crucial question of what for him constituted this progress (that is, which architecture might be said to be progressing and which degenerating) that he was to draw away from his contemporaries.&quot;

* ... that there are two classes of architecture, namely:— 'progressing' and 'non-progressing' or 'degenerating'.

The purpose of this article is:—

* to redefine architecture as progressing or to separate the wheat from the chaff.

Current working state of the polar-grid and spiral framework used to map the selected Cedric Price projects. Shown as an active research drawing and updated iteratively as the thesis develops.
== How can architecture be redefined as progressing? ==

<br />
The PTb Spiral is introduced here as a working diagram of evidence rather than a fixed chronology. The selected projects of Cedric Price are positioned as successive moments in the redefinition of architecture from static object toward temporal, procedural, and systems-based progression.

=== Defining “progressing” ===

The present enquiry begins with a distinction articulated by Roy Landau in his introductory essay to Cedric Price Works II. Landau’s terms — progressing and its implied opposite, degenerating — establish the conceptual field within which Cedric Price’s selected projects may be examined. The purpose here is not immediately to classify architecture into fixed categories, but to ask by what criteria architecture may be understood as progressing, and whether Price’s work provides evidence of such a redefinition.
text

=== BMI and Medikit: diagram as epistemic instrument ===

The question of architectural progression becomes most explicit in Cedric Price’s Progress Chart for the Birmingham and Midland Institute and in Dugdale et al.’s Systems Diagram for Medikit. These figures are not merely illustrations of projects but instruments through which architecture reflects upon its own procedures, blindspots, and developmental possibilities.
== How can architecture be redefined as progressing? ==

This article asks how architecture may be redefined as progressing. Before architecture itself can be reconsidered, the meaning of “progressing” must first be established. The selected projects of Cedric Price are examined as evidence that architecture was being reconceived not as static object, but as an evolving system of temporal, procedural, and social development.

= Is architecture progressing? =

At a time of housing crisis, infrastructural inequality, and accelerating social change, the profession must confront a difficult question: is architecture genuinely progressing in ways that matter?

The article ARCHITECTURE: Redefining it as progressing proposes that architecture can no longer be understood simply as the production of buildings and completed forms. Instead, it asks whether the discipline is advancing the social, spatial, and institutional conditions through which collective life may improve.

The accompanying post-PTb Spiral is presented as a working analytical diagram through which projects, systems and developmental phases may be mapped. Rather than a fixed chronology, it proposes architecture as an evolving field of relationships, thresholds and expanding scales of intervention.

= 1.1 The Progress Chart as an Epistemic Instrument (BMI) =

The discovery that the Birmingham and Midland Institute (BMI/HQ) project survives not only in published form but also through Cedric Price’s original Progress Chart necessitates an important revision to the present line of enquiry. Earlier attempts to speculate upon what a comparable chart for Atom might have looked like now give way to a more grounded and methodologically rigorous approach: the analysis of an actual project instrument produced within Price’s office at the inception of design.

This shift is significant. Rather than retrospectively reconstructing a procedural model from a completed or partially documented project, the BMI Progress Chart offers direct evidence of how architectural thinking was organised, sequenced, and made operational within Price’s practice. It is therefore not simply an illustration of process, but an active design device — a means by which knowledge, uncertainty, timing, and decision-making were themselves structured.

In this sense, the chart functions as an epistemic instrument: a graphic framework through which architecture is understood not as the production of a fixed object, but as the management of evolving conditions, contingent actions, and possible futures. The emphasis falls less upon form than upon the choreography of information, agency, and temporal progression.

The Birmingham and Midland Institute headquarters project, developed between 1967 and 1971, is particularly valuable in this respect. Price conceived it as a dynamic regional “nerve centre,” capable of expansion, consolidation, and eventual contraction over time. The Progress Chart may therefore be read as the procedural counterpart to that conception: an architecture of time, decision, and adaptation.

This provides a stronger basis from which to revisit the later comparison with Tony Dugdale’s Medikit diagram. Where Dugdale’s drawing maps relationships within an operational field, Price’s chart organises the temporal logic by which such a field comes into being. The progression from BMI to Medikit can thus be understood not as repetition, but as the development of a consistent systems-based architectural intelligence.
‘Designing Buildings’ features an article entitled ‘[https://www.designingbuildings.co.uk/wiki/Anticipatory_Design Anticipatory Design]‘ by Norman Fellows under the pseudonym of “Archiblog”. The author’s website dovetails his office jobs with those Cedric Price (CP) was engaged with and includes a reference to what CP called ‘anticipatory design’:—

“To establish a valid equation between contemporary aspirations and architecture it is essential to add to the latter doubt, delight and change as design criteria. Architecture is slow and therefore anticipatory design is required.”

This chapter establishes the methodological framework of the thesis through the Price–Dugdale Progression Matrix, a comparative model derived from Cedric Price’s Typical Progress Chart, Tony Dugdale’s systems diagram, Atom as case study, and the ARCHITECTURE wiki as performative research method.
