−	As a retired proffesional Electro Mechanical Engineer it appears to me that the cart is being put before the horse. Why did the fridge freezer catch fire? The component that failed and went hot would have had its return part of the circuit through to EARTH as it got hotter and hotter. What type of protection for its electrical circuits existed? Was the flats still the same as when it was built? To try to avoid fires (and electocution) the IEE (now the IET) has issued wiring regulations. Since 2005 when part P regulations were added to the building regulations the only form of protection used has been a consumer unit with an RCD (Residual Contact Device) included to detect leakage to EARTH. As a holder of an RSA in BS7671 (the wiring regulations) I am of the opinion this fire would never have started if a modern consumer unit had been in place. What is more this should be put in an interium report, as was the volatile cladding, to get other blocks updated ASAP.
