On 12 April 2018, the government announced 'tough' new measures intended to make it easier and fairer for small-and-medium-sized enterprises (SMEs) to bid on and win government contracts.

In the wake of Carillion's collapse, which shone a spotlight on government's over-reliance on major contractors to deliver contracts, the aim is to exclude suppliers from major government procurements if they are unable to demonstrate fair payment practices with subcontractors. In addition, the proposals will allow subcontractors greater access to buying authorities to report poor payment performance, thereby helping improve payment practice.
