In June 2017, the Town and Country Planning Association (TCPA) announced the setting up of the Raynsford Review of Planning. The purpose of the review is to identify how the English planning system can be reformed by government to improve its fairness, resources and capacity for producing quality outcomes.

The review is to be chaired by former Labour housing and planning minister Nick Raynsford, who lead a task force of politicians, housing providers, developers, the public, and so on.

Planning legislation was first relaxed to accommodate housing growth in 2010. Since then, both public and private sector have issued complaints that the heavily deregulated system is unsustainable. Particularly, on the areas of housing and climate change, the current planning system is considered to be failing to meet the health and wellbeing needs of communities.

The review hopes to provide practical and comprehensive policy guidance to tackle these issues, in a way that is mutually beneficial to all stakeholders and doesn’t discourage the production of new homes.

* Professor Yvonne Rydin, Professor of Planning, Environment and Public Policy, University College London’s Bartlett School of Planning.
* Chris Shepley CBE MRTPI, Consultant and Former Chief Planning Inspector for England and Wales.
* William Upton, Barrister and Secretary of the Planning and Environment Bar Association (PEBA).
* Finn Williams, Regeneration Area Manager for North West London, Greater London Authority and Founder of public sector planning think tank NOVUS.
