Its principles and policies are intended to transform how public works projects and programmes are assessed, procured and managed. It is a ‘compact’ between government and industry, setting out how they will work together in future.

It suggests that the hands-off design delivery model approach is where: ‘The client is clear on the outcome and agnostic as to the solution (which may not even require a physical structure). Open to innovation and amenable to using technology to solve the problem instead.’ ie “I need to solve this problem, and I am willing to allow significant flexibility as to the solution.”
