	With the introduction of building information modelling, the submission of material at gateways (sometimes referred to as employer's decision points) may also include data drops to ensure building information models are properly validated and controlled as they develop. Data is extracted from the evolving model and submitted to the client to ensure it reflects the level of detail that the project should have reached by that stage. 		+	The terminology of ‘gateways’ to describe the new regime’s stop-go stages does not appear in the legislation, the industry continues to use the term because it makes it easier to understand the overall concept. There are essentially three gateways, each policed by the relevant authority.

		+	Gateway one is where planning permission is secured but, though unrelated to the Building Safety Act 2022 (BSA)

		+	Gateway two is where building control approval is secured from the from the Building Safety Regulator (BSR). Some enabling works may start but construction work cannot start until approval is achieved.

		+	Gateway three is where a completion certificate is secured from the BSR and the building cannot be occupied until then.

		+	The BSR have powers to stop construction work requirements are not met, which includes work stopping between gateway 2 and 3 until plans are approved and likewise zero occupation is permitted until a completion certificate is issued at gateway 3. Evidence in line with the golden thread of information is key to the overall process.

	The OGC Gateway Review process offers a structure for publicly-funded projects, based around a series of independent peer reviews carried out at key stages to verify that projects should be allowed to progress to the next stage.
