Resilience involves the capacity of people and places to plan for, better protect, respond to, and to recover from flooding and coastal change. Climate resilient places need to both reduce greenhouse gas emissions and contribute to net zero as well as be ready to adapt to the unavoidable impacts of a changing climate.’
