In this context the term is a legal term taken from legislation and is understood as being a person who is affected by an application, more specifically this might be a person with a legal interest in the land or any part of the land in question, such as ownership land or rights that maybe affected by an application for permission or a Development Consent Order (DCO.&lt;br /&gt;
